In recent years,affected by natural conditions,residents'distribution structure,air pollution prevention and control in Beijing,Tianjin and Hebei,distributed power generation based on new energy has developed rapidly in the southern part of Hebei Province,with an average annual growth rate of installed capacity of more than 300%.State Grid Hebei electric power sorted out the current policies,figured out the development status of new energy and distributed power generation,analyzed and predicted the development trend of distributed power generation,put forward the development suggestions of new energy and distributed power generation,and provided scientific reference for the construction of new energy system.
Favorable policies promote the sustainable development of distributed power generation
The layout and implementation of the national new energy strategy and the formulation and release of relevant policies have laid a solid institutional guarantee for the construction and promotion of distributed power generation,promoted the rapid development of distributed power generation,and presented a situation of"multiple points and wide areas,local high-density grid connection".In the past three years,the average annual growth rate of distributed power generation in China has exceeded 100%.
In 2017,the national development and Reform Commission and the Energy Administration jointly issued a number of documents such as the notice on conducting the pilot of market-oriented trading of distributed power generation,which officially launched the construction of the pilot of market-oriented trading of distributed power generation.The Hebei provincial government responded positively by issuing the notice on conducting the market-oriented trading pilot of distributed photovoltaic power generation,formulating the detailed rules for the implementation of the market-oriented trading of distributed photovoltaic power generation,and making detailed provisions on the scale and trading mode of power stations that can participate in the market-oriented trading pilot.Considering the factors such as access and consumption capacity,the distributed photovoltaic power generation resources and sites are mainly selected in the south of Hebei Province,which can not only be consumed nearby,but also ensure the return rate of the market-oriented transaction of distributed photovoltaic power generation.It is expected that priority will be given to regions with surplus consumption capacity in the subsequent pilot selection.
As one of the"ten targeted poverty alleviation projects"of the Poverty Alleviation Office of the State Council,photovoltaic poverty alleviation has realized the organic combination of poverty alleviation and development,new energy utilization,energy conservation and emission reduction.The guiding opinions on the implementation of the 13th five year plan for renewable energy development issued by the national energy administration put forward the new construction indicators for photovoltaic.Most provinces,such as Shandong Province,Hebei Province,Shanxi Province and Inner Mongolia Autonomous Region,will use the new construction indicators for photovoltaic poverty alleviation projects.

In view of the current situation of the rapid development of distributed power generation,we should use advanced information technology and intelligent management technology based on the traditional energy system,integrate meteorological data and grid data,conduct big data analysis,deeply couple the information system and energy system,realize the coordinated development and integration of"source network load storage",and build a safe,reliable,intensive,efficient,clean and low-carbon smart energy system.
